EFFICIENCY ANALYSIS OF PUBLIC HEALTH HOSPITALS IN RIO GRANDE DO NORTE

Health services require management carried out in a decentralized, synergistic and organic way to guarantee continuity and comprehensive care for the population. Therefore, efficiency is one of the critical points. In this sense, the objective is to analyze the efficiency of hospitals public state in Rio Grande do Norte from January 2018 to December 2021 through data envelope analysis to identify benchmarks. In this case, 21 hospitals identified in the National Health Establishment Registry (CNES) will be used as Decision Making Unit (DMU) and data from DATASUS/Tabnet as inputs and outputs.

to create the DMU efficiency frontier. Thus, each DMU receives scores from 0 (inefficient) to 1 (efficient) and those that reach the efficiency frontier and with the best results are the benchmarks. In this case, the inputs and outputs used were: (i) Hospital procedures (ii) values of professional services (iii) average length of stay (iv) mortality rate (v) number of hospitalizations (xi) medium complexity procedures (xii) highly complex procedures. In addition to the ranking of hospitals, an analysis of the evolution of efficiency over the period of time will be carried out by calculating the Malmquist index, indicating whether there was an increase, continuation or decrease. With this, it is expected to establish benchmarking in general, among the 21 hospitals and according to each health region in RN and calculate the proportions of hospitals that increased, decreased and remained efficient. Thus, it raises reflections on possible reasons based on the historical context of the period (government transition, changes in health policies, COVID-19 pandemic).
