SUMMARY:

This research aims to analyze the planning of continuing education in public service in the context of a federal public university. Considering the growing need for continuous learning in organizations, it is important to highlight the importance of efficient planning to offer quality continuing education actions that meet the institutional demands and the interests of civil servants. It is emphasized that the professional development of civil servants directly impacts the quality of the services provided to the population; therefore, the constant search for improvements in continuing education programs is essential. Therefore, we discuss the problem: which strategies or technologies can favor the planning of flexible training proposals that meet the complexity of professional education in the public sector and make this process more productive and dynamic? Based on the diagnosis of the current reality experienced in the research locus, the objective of this work is to propose a model for planning educational actions, based on contextualized instructional design, which results in flexible and dynamic training paths, consistent with the institutional needs. As a theoretical basis for this study, we discuss continuing education in public service, continuing education planning, innovation in planning, information and communication technologies, and contextualized instructional design. For this investigation, a participant research will be carried out, considering the integration of the researcher with the social environment of the object of study. As for the objectives, it is exploratory because it seeks to deepen the knowledge concerning the phenomenon under analysis. A qualitative approach is adopted, aiming at a detailed study of the delimited object, and an applied nature for seeking to intervene in problems experienced in social reality. The research method will be dialectical materialism, given the importance of understanding the phenomenon under study from the relations it establishes with the world that conforms it, as well as considering the changing nature of these relations. As a result, it is expected to elaborate a more productive and dynamic planning model that favors the offer of formative activities with higher quality. Added to this, it is intended to build and make available a guide, in electronic book format, for the planning of continuing education with guidelines on the proposed model to subsidize the actions and new reflections on the theme. Based on these elements, we seek to contribute to the qualification of the continuing education programs for civil servants, as well as to stimulate further discussions about the proposals for professional and continuing education in the public service.
