The Brazilian Psychiatric Reform developed new paradigms about madness through a deinstitutionalization project, however, the care aimed at people in psychological suffering who came into conflict with the law, the so-called "criminal madmen", is thought through the closed hospitalization path. and long-term, called a “security measure”. The judiciary asylum, Hospital de Custodia e Tratamiento Psiquiátrico (HCTP), is the place responsible for complying with the execution of the detention security measure, which can last in perpetuity, given the lack of legal provision regarding a maximum time limit. In the necropolitical scenario, the arbitrariness and abuse of incarceration practices in total institutions make the condition of the “criminal madman” to be considered more serious in relation to other incarcerated populations, due to so many vulnerabilities that they are part of the reality of people in psychological distress. in Brazil. The deprivation of liberty, the absence of autonomy and sociability and the violation of the human condition, hurt the proposal of the Psychiatric Reform, so it is necessary to deinstitutionalize the security measure. In this sense, this study arises from the following questions: What would be the flows and obstacles that could be presented during the construction of a program of deinstitutionalization of the security measure in the state of Rio Grande do Norte? How to articulate the feasibility of the construction and implementation of this program? Its general objective is to discuss the process of institutionalization of the security measure in the state of Rio Grande do Norte regarding its historical, political and institutional aspects. As specific objectives, we have: a) to characterize who are the people in psychological distress in conflict with the law submitted to hospitalization in the Psychiatric Unit of Custody and Treatment (UPCT); b) monitor compliance with the security measure, observing institutional routines and mental health care practices; c) knowing the flows and possible obstacles to the deinstitutionalization of the security measure; and d) build and propose strategies that aim at the elaboration of a program of attention to the subject in psychological suffering submitted to the security measure. This is a qualitative study carried out through two methodological procedures: a) documentary research in newspapers at the time of the creation of the judicial asylum in Natal; b) institutionalist cartographic intervention research. The following participated in the intervention: professionals who work and people who are complying with security measures at the UPCT; professionals working in the psychosocial care network; legal practitioners and researchers. As for the intervention, we used the following resources: analysis of medical records, training meetings, photography workshop and the production of a documentary film. The image is an act and the photographic images of the thesis are fragments of historical resistance in times of fascist government and setbacks of anti-asylum policy. The use of images, naked and intolerable, reveals the horrors of the prison, in full swing, of “criminal madmen”. It is expected that the discussions carried out from the deinstitutionalizing devices built in the thesis allow the opening of knowledge and the spectators to become emancipated. I believe that the research contributes to the anti-asylum struggle, making the judiciary asylum appear in scenarios that had no visibility, sharing the sensitive in the order of the visible, bringing the struggle and the place occupied by bodies in psychic suffering in conflict with the law.
