ANALYSIS OF A MUNICIPAL EARLY WARNING SYSTEM FOR DISASTER

The general objective of this project is to evaluate the Municipal Warning System for disasters of Natal city and to propose improvements and/or solutions by gathering information from the formal system and guidance policies and guidelines. Natural disasters occur and cause damage to the population of many locations around the world. This fact brings up a recurring discussion about resources and measures that assist in the dissemination of disaster information in order to prevent or lessen the severity of the damage caused. Organizations such as the United Nations promote discussions on the subject and seek guidelines, policies and agreements that may guide the development of early warning systems around the world. Brazilian Legislation contains some aspects of the Disaster Risk Reduction policy and specifically about the disaster monitoring system. The system has a monitoring center responsible for receiving information and communicating with others in cases of imminent risk. This communication is passed on until it arrives at the State and Municipal Civil Defense and Protection Agencies. The city of Natal is not immune to disaster. As an example, in the 2014, after heavy rains, the community of Mãe Luíza was affected by landslides. The community is still susceptible to other events of this nature. In this way, a study on the Municipal Warning System becomes pertinent and improvements could possibly be detected.
